I hosted at Montran Africa Summit an recent expert panel featuring representatives from SWIFT and central banks and national payment infrastructure operators explored how countries and institutions can design and govern payment systems that balance sovereignty, interoperability, resilience, and innovation.

Payment Sovereignty: Control Without Isolation

At the core of the discussion was the concept of payment sovereignty—a term often associated with national control over financial infrastructure.

From a global perspective, sovereignty is less about isolation and more about resilience and autonomy. Payment systems must be designed so that no single external dependency can compromise their operation. This includes avoiding:

  • Single points of failure
  • Vendor lock-in
  • External dependencies beyond national control

However, as emphasized during the panel, complete independence is neither feasible nor desirable. Modern payment systems rely on shared technologies, communication networks, and international standards.

The practical interpretation of sovereignty, therefore, lies in balance:

Sovereignty, in this context, becomes synonymous with preparedness and flexibility, not isolation.

Infrastructure vs Innovation: Defining Roles in the Payment Stack

A key question for policymakers is determining which parts of the payment ecosystem should be treated as public infrastructure and which should be left to market competition.

The panel proposed a practical distinction:
